Save in Blackwater, equip elgant suit and try your best at winning high stakes at poker.
If you win a large amount of money, don't hesitate to quit and go upstairs the saloon to save. Repeat 'til the message pops up.

thanks i blame my uncle he tries to play and well sucks he bets high amounts then loses. last night tho i won 5000 chips at high stakes poker i was happy.

I found it easy to restart my game and do the the lights camera action where you play liars dice and get 200 dollars everytime you win it sucks to restart but it is well worth getting the outfit

Find the game that you win easiest at and play that till you get the message.  For me its poker.  Use the outfit to cheat at poker and grab that extra card to take an advantage.  everytime you take out the whole table, save the game.  if you lose, immediately pause the game and go to your save to restart from where you last left off.
